What’s CPSIA regulations
CPSIA is the most stringent Consumer Protection Act since the establishment of the Consumer Product Safety Commission (CPSC) in 1972. In addition to stricter requirements on the content of lead in children’s products, the new act also makes new provisions on the content of phthalates, a harmful substance in toys and children’s care products. Therefore, toys or children’s products imported into the United States or sold in the United States must be tested and comply with CPSIA.
How toys or children’s products are defined
All consumer goods designed for children aged 12 or younger. Not limited to toys, but all consumer goods applicable to children. Each manufacturer (including importer) or private proprietary trademark owner of children’s products must test the products. The tests must be conducted by an approved independent testing laboratory, and according to the test results, a certificate that the products meet all the current requirements of the Consumer Product Safety Commission of the United States must be issued.
Age classification of toys
There are mainly three age stages, which divided as 0-3 years old, 3-5 years old and 6-12 years old. Toys or children’s products suitable for different ages will be subject to different levels of safety supervision. The younger the applicable age of the product, the stricter the standard to be met.
CPC certification for toys and children’s products
After the compliance is checked by the CPSC certified laboratory, relevant enterprises that produce or import toys in the United States must provide children’s product licenses (CPC) for each batch of goods before supplying them to retailers. If CPSC requests, it must also be provided to CPSC.
CPC shall include the following information:
1. Detailed product description;
2. Every CPSC safety regulation required by the certificate;
3. Manufacturer or importer information;
4. Contact information of test result maintainer;
5. Product origin;
6. Any third-party CPSC authorized laboratory information used in the certification process.
Although children’s toys and amusement equipment are consumer goods, their quality and safety always affect the nerves of the public. Toy enterprises should aim to produce and sell products that meet parents’ expectations and do everything possible to ensure the safety of children.
